I would suggest you to record a demo if you find someone cheating. The server automatically records a demo every map and it can be found in cstrike folder . You should go on spec and record for like 2-3 mins so it can be used as a proof and we can directly add him in to the ban list and ban him.

1 - Write amx_showip command in console to get his id and ip and screenshot it.
2- Record 2-3 mins demo.
3- Post them here

He is banned. Before hour, he was in server and I asked him not to play with a hack. Again all players complained. I warned him and he answered "last round". He deserve it.
