I followed a vid on youtube which used hl tag converter and i used that to convert my pic and i already replaced it with tempdecal.wad and when i tried it on single player it worked perfectly but when i tried on the server it would not work help !

i'm having some trouble with custom spray because i wantt to make this image as my custom spray

You need to put in you cstrike folder of you game.
Also make sure you do that on right click on it:
