From last 30 days, you are playing in server only today. At the moment there is no way to be VIP.

He has boosted the server so gets a VIP without any needs of approval. Make sure you read the rules.
To enter do this:
1. Wait for new map
2. Restart your Counter-Strike
3. Click "~" on your keyboard to open the console
4. Copy and paste this there:
setinfo _pw "THE PASSWORD YOU SEND ME"
5. Enjoy!

As a courtesy for you, I made you a custom spray that you can use in-game.
Please download this file:
https://ufile.io/uiqkn
And place the tempdecal.wad file into your Counter Strike directory, which can be found here:
C:\Program Files (x86)\Steam\steamapps\common\Half-Life\cstrike
(replace the old tempdecal.wad with the file I linked you to)
